The Vice President for Finance and Administration serves as a member of the executive staff and serves at the will and pleasure of the President of the SC Governor's School for the Arts and Humanities. The VPFA is responsible for the day-to-day business functions of the campus as well as all actions for planning, development, implementation, and management of the annual budget and procurement process, and operations of the physical plant.
The VPFA directs the development of the school's departmental budgets, oversees comprehensive analyses of personnel service and operating budget, manages line-item budgets in accordance with state policies and guidelines, and makes recommendations as appropriate. Duties include oversight and management and supervision of all staff in the departments of Campus Safety & Security, Facilities, Finance & Procurement, Food Service, Information Technology and Production, and conducting extensive and comprehensive cost analysis of potential expenditures in these areas.
The VPFA also coordinates all fiscal and procurement activities with the South Carolina Department of Administration, Executive Budget Office, Materials Management Office, and Office of the State Auditor. Duties and responsibilities include execution of procurement, accounts payable, and accounts receivable activities in accordance with policies and procedures and the South Carolina Enterprise Information System.
The VPFA develops the annual institutional budget and relevant budget requests with proviso amendments and/or additions, the annual Accountability Report, the annual five-year plan for capital improvements, and the set-up and draw-down of funds for capital projects. Duties include oversight and responsibility for monitoring of all legislative activity relative to securing funding and/or impacting the school.
With the assistance of the Director of Human Resources, the VPFA reconciles full-time equivalents (FTEs) to ensure that the number of positions by funding source is aligned with the requirements as outlined in the state's General Appropriations Bill at all times and that the school utilizes available personnel dollars. This work includes coordinating the annual reconciliations for personnel services with the Executive Budget Office during proviso compliance reviews to minimize reductions of staff and funding.
The VPFA ensures compliance with Occupational Safety and Health Administration requirements relative to school safety and security and/or potential classroom hazards, specifically in the science and visual arts areas where chemicals are used.
The VPFA develops periodic budget and legislative analysis for the President and the Board of Directors and performs other related duties as required by the President.
Minimum and additional requirements include a bachelor's degree (master's preferred) in business administration or a related field and five to ten years' experience in directing a professional accounting, operations, auditing, or finance office and/or staff. Additional requirements include knowledge of the principles, practices and theories of accounting, auditing, budgeting, or financial management; knowledge of governmental finances and institutional fund accounting; knowledge of state and federal laws and regulations pertaining to education; knowledge of state governmental fiscal and budgetary processes; knowledge of office management and organizational concepts; ability to organize and oversee a complex financial system; ability to establish and maintain effective working relationships; and ability to communicate effectively.
