Business Analyst 3

The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.

Minimum Requirements:

• 8 years of progressive experience in a business data analyst role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
• Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects.
• 8 years of demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
• 8 years of exceptional business modeling skills, with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate
• Superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
• Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
• Strong negotiation, facilitation, and conflict resolution skills.
• Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field. Master's degree preferred.
• Demonstrated ability to work successfully with technical and non-technical groups on complex business problems
• Demonstrated ability to drive measurable improvements in operational efficiency and service delivery.
• Strong understanding of enterprise architecture frameworks like TOGAF
• Analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications skills
• Experience working within a government or public sector environment is preferred
• Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt.
• Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
• Strong preference for direct, hands-on experience with Texas Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).
