Job Description:
As a Sr. Business Analyst, this role focuses on analyzing, documenting, and managing functional requirements and business processes. The position involves evaluating proposed system changes, ensuring compliance with established policies, and collaborating with program and technical teams to deliver effective solutions that enhance client service and operational efficiency.

Key Responsibilities:

  • Act as the liaison between business stakeholders, IT leadership, and vendor teams
  • Elicit, document, and validate functional and business requirements
  • Translate business needs and policy requirements into system specifications
  • Develop and maintain Business Requirements Documents (BRDs)
  • Facilitate communication between technical teams and business stakeholders
  • Conduct data and process analysis to identify improvement opportunities
  • Participate in testing and validation activities
  • Support maintenance and operations by evaluating incident trends and coordinating resolutions
  • Manage stakeholder expectations and contribute to release planning and SDLC activities

Required Skills, Experiences, Education, and Competencies:
  • Minimum 5 years as a Business Analyst or Functional Analyst in complex systems
  • 3-5 years working with human services or social services applications
  • Experience with SNAP and TANF programs, including policy and eligibility rules
  • Strong ability to bridge business needs and technical solutions
  • Solid understanding of system functional design and integrated components
  • Expertise in requirements elicitation, analysis, and documentation
  • Excellent communication skills for diverse audiences
  • Ability to manage competing priorities and deliver high-quality work
  • General IT knowledge and understanding of SDLC phases

Preferred Qualifications:
  • Experience with integrated eligibility systems or public sector modernization projects
  • Knowledge of J2EE-based architectures, web technologies, and data integration
  • Familiarity with policy-driven system design and rules-based automation
  • Experience supporting system maintenance and operations post-implementation
  • Bachelor's degree in Information Systems, Public Administration, Computer Science, or related field (or equivalent experience)


The hourly range for roles of this nature are $45.00 to $80.00/hr. Rates are heavily dependent on skills, experience, location, and industry.
