About the role:
As Manager I, Analytics, you will work with a team of analysts, data scientists, and engineers to drive high-impact results for millions of Americans. This role will play an instrumental role supporting a team to create robust data models, troubleshoot issues, improve documentation, ensure data quality, and manage data automation. They will have a key role in managing a data platform that supports web applications via APIs as well as analytics workflows built by data analysts and data scientists. Your track record should reflect domain knowledge in data modeling and ingestion, including experience adapting to changing technologies, business logic, and client priorities. The project's broad goal is improving the authenticated (logged-in) experience of beneficiaries interacting with information about their healthcare coverage, constituent beneficiary identification and communication, and database maintenance and development.
In this position you will:
- Create SQL-based data models in dbt. This includes working with data engineers, data scientists, and data analysts both to refactor legacy code, and to build new data transformations that meet business requirements for clients and consumers.
- Develop and manage Argo Workflows and manage complex DAGs to define data pipelines, including constituent tasks and dependencies.
- Perform both quantitative and qualitative research on disparate data sets to understand sources, governance, and use cases, informing the design, validation, and documentation of data models.
- Implement tests for data quality and integrity in collaboration with data consumers.
- Serve as a data subject matter expert and assist teams in the interpretation and use of transformed data.
- Be responsible for version control documentation for data assets.
- Investigate data discrepancies to identify patterns and find solutions.
- Optimize existing code and workflows for performance and efficiency.
- Collaborate with the analytics team to build analytical processes and tools that improve the quality and efficiency of the team's work.
- Act as a bridge between data engineers and data analysts.
- Collaborate with engineers, data analysts, data scientists, program managers, and external stakeholders to troubleshoot problems and proactively create solutions.
- Take ownership of task areas and strive to independently resolve challenges in order to deliver accurate products on short deadlines.
- Providing input on the long-term vision for the platform.
- Complete such other reasonable tasks as may be assigned by management.

- Strong understanding of how to manipulate data using SQL, Python, and dbt.
- Experience working with workflow execution engines, such as Airflow or Argo Workflows.
- Experience optimizing data models for query efficiency.
- Ability to deeply research both the business logic of ingested data as well as the business logic needed to build derivative data products. Comfort with performing independent discovery.
- Curiosity and a desire to understand what coworkers are doing both upstream and downstream of your work.
- Interest in investigating problems, solving puzzles, and finding patterns in complex data, as well as in proposing solutions that improve both technical performance and end user satisfaction.
- Comfort working independently to drive portions of larger projects, using organizational objectives and sound judgment to guide your work.
- Experience working in an Agile work environment, reviewing others' work, and a strong grasp of version control (i.e., git).
- Passion in applying your skills to our social mission to solve problems and collaborate within a cross-functional team environment.
- The ability to successfully attain and maintain a Federal Public Trust security clearance, as required by our government clients; this includes a background investigation and a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years (36 of the past 60 months).
