Job Title: Director of Procurement andWarehouse Operations

Qualifications:

The person in this position should have the following minimum credentials:

1.Minimum of a Bachelors of Arts degree

2.Preferred five years experience in procurement, preferably governmental

3.Knowledge of state procurement law and practices

4.Knowledge of accepted business law, the Uniform Commercial Code and standard business practices

5.Ability to work professionally with District personnel and vendor community

6.Knowledge of warehouse and logistics operations

7.Strong written and oral skills

8.Excellent organizational skills

9.Computer operations knowledge and experience with mainframe access, software implementation and personal computers

10.Meticulous attention to detail and commitment to task completion

Reports to:

This position reports to the Associate Superintendent for Operations

Supervises:

One Senior Buyer, one Buyer, one Procurement Department support personnel and the Logistics Coordinator

Position Goal:

To purchase the necessary equipment, materials, supplies and services required to equip, maintain and operate the District's schools, offices and departments on a daily basis in the most economical, ethical and systematic manner. Provides assistance to all District personnel regarding procurement laws, statutes and procedures. To coordinate procurement activities related to the District-wide computer system, software processes and training. Acts as the liaison for the District for procurement matters and interacts with schools, departments, businesses, vendors and local communities. Serves as an advisor to the administration concerning procurement law and related requirements. Assists other public procurement units and state committees on current and future procurement issues.

Provides warehouse logistical services to the District through the bulk purchase, storage and delivery of supplies and handling of e-waste.

Performance Responsibilities:

1.Purchase in an economical manner, all District supplies, services, construction, information technology and equipment in accordance with the District's procurement code requirements.

2.Provide guidance and needed assistance to departments and schools when making purchasing decisions.

3.Manage the Procurement Department and Warehouse staff on a daily basis.

4.Manages the Enterprise Resource Planning (ERP) Procurement Module as it applies to all schools and locations.

5.Assume responsibility for issuance of Request for Proposals, competitive Invitation for Bids and other types of solicitations.

6.Prepare or assist with the approval of specifications for supplies, equipment, construction, information technology and service contracts.

7.Receive and evaluate solicitation responses. Review all quotes, bids or proposal responses and other proposed contractual agreements for compliance with the District Procurement Code and Regulations.

8.Recommend suppliers or contractors for the award of contracts.

9.Establish and implement the Minority Business Enterprise Utilization Plan and prepare related reports for the Administration and the Board of Trustees, as required by South Carolina statute.

10.Manage the daily activities of the Warehouse operations. This involves overseeing the receipt of purchased material/equipment, inventory control and the storage of material/equipment, shipping of supplies to schools and other locations.

11.Interface with the Facilities Department, Architects and Contractors to assist in the implementation of the multi-year Facilities Construction Plan.

12.Review the Procurement Code and Regulations and conduct training classes with District personnel to assist in obtaining desired products and services.

13.Advise the Administration and the Board as to the requirements of the Procurement Code and Regulations.

14.Provide training to all personnel for Enterprise ERP procurement related practices and methodology.

15.Maintain a record on all state and District contract items.

16.Maintain a close working relationship with school principals, location managers, contractors and suppliers to ensure the acceptability of supplies and equipment.

17.Maintain knowledge of technological changes affecting procurement activities.

18.Work closely with the business community to notify them of potential opportunities with the District.

19.Work with Education Technology Services to develop and maintain the functioning of the computer systems when new software or equipment is required.

20.Work with and provide information to internal and external auditors to ensure acceptable audit results.

21.Work with other school districts and state agencies to share information and develop contractual partnerships for economical buying practices.

22.Serve as the Hearing Officer for the District to review and resolve protests and contract controversies involving the vendor community.

23.Manage the District's surplus property disposal program and be responsible for the sale or auction of District property.

24.Register with the state Ethics Commission and perform duties in a professional manner.

25.Other duties as assigned by immediate supervisor.

Terms of Employment:

Exempt -Twelve months Administrative/Supervisory Salary Schedule, Grade D 84,580 - 139,153
