The Engineering Director is crucial in leading the Engineering department's personnel and activities, covering development, capital improvement, planning, real estate, and construction divisions. With a strategic approach, this leader sets long‑term organizational goals and develops policy and position papers. The Engineering Director offers technical leadership and mentorship to all department staff and maintains relationships with both internal and external stakeholders. To ensure the highest standards, codes, and regulations are met, this role collaborates closely with management and Board members, ensuring seamless coordination across the Authority's various departments, including field and plant operations, GIS, and asset management.

Requires a Bachelor's Degree in environmental, civil or mechanical engineering. Minimum of eight years of experience in the water/wastewater industry. Five years' experience at the management level required.
Must be a licensed Professional Engineer in the State of South Carolina or obtain reciprocity within one year of hire. Must possess a valid driver's license.
Requires the ability to compare and/or judge readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Requires the ability to evaluate, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Synthesizes or integrates analysis of data or information to discover facts or develop knowledge or interpretations; changes engineering and development related policies, procedures or methodologies based on new facts, knowledge, or interpretations.
Requires the ability of speaking and/or signaling people to convey or exchange information. This includes interacting with various departments on various levels to guide and direct activities, receiving direction and information from the Chief of Technical Services and management, and providing guidance and direction to subordinate staff members.
Requires ability to read and create a variety of documents, codes, regulations, policy and procedure manuals, maps, construction drawings, work orders, etc. using proper format, punctuation, spelling and grammar. Requires the ability to communicate effectively with the General Manager, Deputy General Manager, Chiefs, Board members, Leadership Team, department managers, supervisors, coworkers, customers, contractors, developers etc. with clarity, poise, voice control and confidence using correct English and well‑modulated voice.
Must be proficient with computer software including, but not limited to, word processing, spreadsheet, database, construction drawings, work orders and mapping. Must have strong keyboarding skills.
Requires ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Must be able to interpret and respond effectively to a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Must possess excellent analytical skills. Requires the ability to influence and manage teams, to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision and to acquire knowledge of topics related to role and the Authority. Must have the ability to comprehend and interpret received information.
Requires the ability to record and deliver information, explain procedures, follow and give verbal and written instructions and counsel and teach employees. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.
Requires the ability to accurately utilize mathematical formulas, addition, subtraction, multiplication, division, calculate percentages and decimals, interpret graphs, and determine time and weight.
Requires proficiency in written communication, particularly documentation of business practices and procedures.
Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Requires the ability to coordinate hands and eyes when operating equipment and motor vehicles.
Requires the ability to operate a variety of items: keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.
Requires the ability to differentiate colors and shades of.
Requires the ability to deal with staff beyond giving and receiving instructions. Must be adaptable to perform in uncomfortable physical conditions and under stress when confronted with emergency situations, difficult personalities or tight deadlines.
