Summary

The Engineering Director is crucial in leading the Engineering department's personnel and activities, covering development, capital improvement, planning, real estate, and construction divisions. With a strategic approach, this leader sets long‑term organizational goals and develops policy and position papers. The Engineering Director offers technical leadership and mentorship to all department staff and maintains relationships with both internal and external stakeholders.

Essential Duties and Responsibilities

  • Directs and supervises duties of assigned supervisory and technical staff.
  • Participates in various Board Committees, advising on policy concerns, project status, change orders and budgetary impact.
  • Fulfills leadership functions such as safety, recruitment, learning and development, succession planning, employee relations, counseling, performance management, promotions, salary administration, policy development, ethics, budgeting and disciplinary actions.
  • Ensures design and construction compliance with local, state, and federal laws and policies, and manages application and interpretation of engineering department policies.
  • Monitors adherence to safety and security policies and implements changes when needed.
  • Assists with the development and implementation of the Authority's short‑ and long‑term Capital Improvements Program and water and sewer master planning.
  • Manages developer and municipal infrastructure extension programs, ensuring compliance with regulations.
  • Provides professional engineering direction and guidance in construction, maintenance, and operation of utility facilities, reviewing design plans and specifications.
  • Receives, reviews, prepares and processes various reports and documents including pay requests, budget reports, financial reports, Board reports, and construction progress reports.
  • Manages special projects as required.
  • Represents BJWSA at meetings with engineers, consultants, developers, regulatory agencies, contractors, community groups and local municipalities.
  • Performs other duties as required.

Minimum Qualifications

  • Requires a Bachelor's Degree in environmental, civil or mechanical engineering.
  • Minimum of eight years of experience in the water/wastewater industry.
  • Preferred five years' experience at the management level.
  • Must be a licensed Professional Engineer in the State of South Carolina or obtain reciprocity within one year of hire.
  • Must possess a valid driver's license.
