The Utilities Department operates and maintains water and sewer systems in defined service areas in eastern York County and western York County. The department purchases water from the City of Rock Hill. The county has in excess of 22,000 retail customers in its service areas. York County also provides service to the City of York. Sewer service is provided through a collection system owned by York County with treatment being provided by the City of Rock Hill's Manchester Creek Wastewater Treatment Facility.

We invite you to apply to join our team as a full-time (40 hours per week), exempt Utility Program Manager in our Utilities Department.

The purpose of this position is to manage projects for York County's Utility Capital Program, including coordination; financial reporting; oversight of planning, design, property acquisition, permitting, and construction management; and coordinating/managing engineering consultants responsible for utility projects to the County maintenance system.

Work Schedule: Monday – Friday, 7:00 am -4:00 pm; hours may vary based on operational needs (40 hours per week).

Compensation: Projected Hiring Range/Pay Grade 127: $92,608.98 - $111,130.77 per year.

Salary is determined based on qualifications.

Duties and Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages assigned utility projects for York County including coordination and oversight of project consultant. This coordination also includes with all municipalities, SCDOT, York County Council in conjunction with the County Manager, County Engineer and Assistant County Engineer.
  • Keeps County Engineer Staff or County Management Staff informed about all business.
  • Manages the administrative, concept, and technical reviews of utility improvements for developments.
  • Develops, updates and administers (as related to utility improvements): hydrant flow testing; water/sewer as-builts; low pressure sewer; water/sewer standards, specifications, details and platting requirements.
  • Manages all aspects of utility inspections for subdivision, commercial, relocation and grant projects; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work and troubleshoots problem situations. Provides direction, training, guidance, and assistance to utility inspectors and utility technician.
  • Manages and oversees compliance with applicable codes, ordinances, laws, rules, regulations, standards, policies, and procedures regarding the county's utility projects; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.
  • Manages capital improvement plan (CIP) projects and county extension projects; assists County Engineer with development of the county's long-term CIP; coordinates activities of technicians and consultants in completion of right-of-way, design, bidding, and inspection of CIP projects; prepares cost estimates, requests for proposals, and bid documents; reviews bids and proposals and makes recommendations for selection of contractors/engineers; manages projects within established budgets.
  • Manages the county's water and sewer capacity issuance program, including reviewing, writing and approving willingness and capability commitment letters. Manages and maintains computerized records pertaining to the program and performs annual audits of the program to ensure compliance with local and state laws.
  • Manages division staff; including instructing, assigning, reviewing and planning work of others; maintains standards; coordinates activities; assists with the selection of new employees; allocates personnel; acts on employee problems; recommends employee discipline and discharge.
  • Manages the county's water and sewer infrastructure inventory program; coordinates with utility technicians and inspectors to obtain utility inventory information; coordinates with Finance Department regarding system components and costs. Maintains and provides computerized records pertaining to the inventory program.
  • Manages the County's low-pressure sanitary sewer program, including overseeing the construction plan reviews and calculations.
  • Performs related work as assigned.

Education and Experience

  • Bachelor's Degree in Civil Engineering or related discipline.
  • Six (6) years of experience in engineering, public works or related field or an equivalent combination of education, training and experience.

Special Certifications and Licenses

  • Must possess current South Carolina Professional Engineering (PE) license.

Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
