Job Duties
- Child Welfare Case Manager roles are critical to promoting the safety, permanency, and well-being of children and vulnerable adults. Responsibilities include promoting stability, maintaining confidentiality in accordance with Federal and State laws, and collaborating with clients and providers to develop safety plans and access services.
- Case manager positions available may include the following within the Child Welfare Services Low County Region:
- Child Protective Services (CPS) Investigations Case Manager: assess risk and safety threats, gather information, conduct interviews, engage children and families in safety planning and service access, document case files, participate in supervision and legal consults, and assist in court proceedings.
- Family Preservation Case Manager: plan and execute activities to ensure safety, permanence, and well-being; engage families in plans and access to services, document case management, participate in court proceedings, and related activities.
- Foster Care Case Manager: assess risk and manage safety for children in DSS custody; engage children and families in plans, document case management, participate in court proceedings, and related activities.
- May be required to perform Red Cross shelter/emergency response duties as directed.
Agency Requirements
- A Bachelor's Degree in Social Work, Behavioral Science, or Social Science.
- A Bachelor's Degree in any other field and one (1) year experience in a related field.
- A Bachelor's or Master's degree in a Social Work or Social Welfare Program accredited by the Council on accredited institution, plus experience as a professional Social Worker.
- Working knowledge of child development, family dynamics, and policies, procedures, and laws related to child protection and child welfare; strong verbal, written, and interpersonal communication skills; ability to use agency software and computer systems; active listening and interviewing skills; conflict management/resolution; ability to collaborate with stakeholders to achieve positive outcomes.
- Must have and maintain a valid driver's license. May be required to work overtime and travel; may drive a personal vehicle; ability to interact with clients in a positive and supportive manner; lift small children; tolerate noise and difficult situations; access clients' homes and other buildings.
- Must complete "Child Welfare Basic Training" to be eligible for continued employment.

Qualifications and Skills
Ideal candidates will have a working knowledge of child development, family dynamics, and policies relevant to child protection and child welfare, with strong communication skills (verbal, written, interpersonal), and proficiency with agency software. They should be adept at active listening, interviewing, analysis, and conflict resolution, and capable of collaborating with all stakeholders to ensure positive outcomes for children and families.
Additional Requirements
- Must possess and maintain a valid driver's license.
- Travel and after-hours work may be required; flexibility to work after core business hours with little or no notice.
- Must be able to drive and transport children and adults; interact positively with clients; lift small children; handle noisy environments and challenging conditions.
- Must attend and successfully complete Child Welfare Basic Training.
- If selected, provide certified official transcripts for educational credentials.
Salary Information
The South Carolina Department of Social Services offers an exceptional benefits package that includes health, dental, vision, long term disability, and life insurance; leave accrual and paid holidays; parental leave; and state retirement and deferred compensation programs. Salary details include: starting salaries contingent on education level, with up-front supplements for BS W/MSW degrees, potential progression through Levels 1-3 with corresponding salary increases, and annual adjustments tied to performance and advancement in the salary plan.
