Job Duties:
  • Serves as the General Counsel and advisor to the State Director in all matters of a legal nature and serves as a member of the Agency's Executive Management Team. Supervises attorneys and Associate General Counsel attorneys conducting legal research and preparing legal opinions, briefs. pleadings and arguments for various types of litigation. Conducts complex legal research and prepares memoranda concerning legislative acts and court decisions. Represents the Department of Social Services in major litigation. Assists in formulating and administering policy for the Department of Social Services.

  • Provides legal advice, representation and support to Department of Social Services State Director. Deputy Directors, senior managers. other managers and staff, including advice and support in formulating and administering policy.

  • Conducts complex legal research, prepares memoranda and advice concerning Legislative Acts, Federal and State policy, and Court decisions. Leads all legal staff so that appropriate legal services are available in support of all levels of Department of Social Services management and staff.

  • Leads and supervises attorneys in the Office of General Counsel who maintain caseloads of various types of complex litigation (including preparation of pleadings, motions, briefs, and other legal filings) and also conduct legal research, prepares legal opinions, and provides other support to all levels of management and staff at the Department of Social Services.

  • Leads and supervises the attorney(s) responsible for oversight, support and technical assistance to the DSS County Legal offices, including arranging training, development and disseminating agency policy, serving as liaison to the LCMS project, and providing support to County Directors and local staff.

  • Performs other duties as assigned.
Juris Doctorate Degree from an accredited law school and at least seven (7) years as a practicing attorney. Member of the South Carolina Bar and licensed to practice law in South Carolina. Admitted to U.S. District Court for the South Carolina District.
Experience as a DSS Attorney preferred.
