Join our Human Resources (HR) team as an HR Consultant. T he South Carolina Department of Public Safety (SCDPS) is the largest law enforcement agency in the state. We are seeking a highly capable individual to make a meaningful impact at SCDPS.

Under general supervision, this position provides consultation to managers and employees in the administration of the agency's time and leave programs, training, employee performance evaluations, and special projects. Ensures effective and timely communication and application of time and leave related policies and procedures and state and federal laws and regulations to managers, employees and Time Administrators (TAs). Provides advice and makes recommendations on the application of laws, policies and practices in time and leave and employee performance programs. Provides all required program reporting.

Time and Leave Programs- Serves as the first line of support for the South Carolina Enterprise Information System's (SCEIS) time and leave administration. Investigates and resolves discrepancies in time and leave entries. Liaises with SCEIS, Time and Leave Consultant, and Operations Manager as required to determine appropriate resolutions. Follows up with TAs on requests for time and leave entries prior to payroll processing. Serves as a backup for the Time and Leave Consultant. Coordinates the telecommuting program for the agency.

Employee Performance Management and Grievance-Provides consultation to managers regarding the Employee Performance Management System (EPMS) review process and related procedures. Manages the agency's EPMS process and provides notification to divisions of due dates for performance reviews. Records performance ratings accurately into SCEIS. Develops and implements EPMS training. Monitors and updates employees' grievance statuses. Regularly audits and reconciles employee data. Identifies and resolves any discrepancies.

Reporting-Produces reports for required HR-related trainings, telecommuting, and employee performance. Generates, distributes, and reconciles time and leave reports for payroll processing. Collaborates with the Time and Leave Consultant and Operations Manager to ensure accuracy in reports and information in SCEIS. Reviews and assists in reconciling SCEIS year-end time and leave report. Provides proofs and all reporting related to the Commission on Accreditation for Law Enforcement Agencies (CALEA) for performance management and training.

Employee Training - Coordinates HR-related training and development initiatives for the agency. Ensures agency maintains compliance with required trainings such as Anti-Harassment and Code of Conduct training. Manages the Learning Management System in SCEIS Central and serves as the agency sub-administrator for the LinkedIn Learning platform. Creates evaluations, surveys and other feedback mechanisms and provides executive summaries of the information.

Coordination - Plans and coordinates special HR projects and events for the agency such as Employee Appreciation and Service Awards. Actively works with the Office of Public Affairs to create HR communications and announcements.

Minimum and Additional Requirements

State Minimum Requirements -
A bachelor's degree and relevant human resources experience. A master's degree in human resources management may substitute for the required experience.

Agency Minimum Requirements -

A bachelor's degree and at least one year of related experience. A master's degree in human resources and related experience. An equivalent combination of education and experience is acceptable. All degrees must be from an accredited institution of higher learning.

Additional Requirements-

Knowledge of the principles and practices of HR management.

Knowledge of and ability to interpret and apply federal and state laws, regulations, policies and practices governing HR.

Ability to gather, organize and analyze data.
Ability to analyze situations, make sound recommendations and communicate solutions effectively.

Excellent written and oral communication skills.
Ability to perform basic mathematical computations.
Knowledge of the SCEIS system and Microsoft Office Suite. Must be skilled with Excel.
Ability to establish and maintain good working relationships.

Work is performed under general supervision but with independence.

Employee has decision-making authority within established policies and guidelines and is expected to exercise judgement in applying and interpreting a variety of policies and procedures.

Must be able to handle a high volume of confidential data and work in a fast-paced office environment.

Position requires occasional lifting of up to 10-15 lbs.

Additional Comments

Position may be required to report to work during emergency situations. May require occasional overnight travel. Prolonged periods at a computer terminal required.
