This position is located in the Bureau of Managed Care, Richland County.
Are you the One? We are looking for a Senior Consultant (Data Solutions Specialist) who, under the supervision of the Manager of Data Solutions, supports SC DHHS strategies, initiatives, and analytic decision making through specialized methods, data review and compilation, and report design for all business areas of the agency. Consults with agency leaders and other Medicaid stakeholders to assess needs, determine appropriate analyses, models, report design, and data interpretation to provide customized analytic services and valid decisions pertaining to budgets, initiatives, and policy. Applies knowledge and expertise (to include, but not limited to: best practices, policies, regulations, and/or state/regional/national standards) to provide recommendations, reports and outcomes to agency leadership and guidance to other analysts.
- Execute research and analytics projects and initiatives; manage risks, issues, and take corrective measures where appropriate. Prioritize projects based on program and agency needs. Collaborate with Medicaid stakeholders and agency partners on projects and provide research and analytical support as needed. Provide accurate and concise information from research and analytics activities to senior agency staff to aid in budget and policy decision-making.
- Consults with senior agency staff and other stakeholders to determine methods, analyses, data and/or reporting needs, and interpretation. Facilitates discussion to accurately determine the request and data necessary to fulfill the request. Determine and apply appropriate methods for application in activities such as data modeling, evaluation and monitoring, and/or predictive analytics as appropriate for each assigned project. Coordinate with different teams to implement models and monitor outcomes. Develop processes and tools to monitor and analyze model performance and data accuracy. Collaborates with team members to share and ensure best practices are followed and delivery of high-quality analysis. Presents results and outcomes in a clear, easy to understand manner.
- Designs, creates, and deploys customized queries and algorithms to facilitate data analysis and interpretation. Develop custom data models and algorithms to apply to data sets. Performs data extraction, manipulation, and analysis using the most appropriate analytic tools (e.g. statistical analysis system (SAS), Excel, Tableau) to respond to inquiries and requests. Performs quality assurance review of coworker's reports and assignments to ensure accuracy and clarity. Provides guidance to staff on data extraction and interpretation techniques.
- Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.
- Performs other duties as assigned. Serves as back-up and covers tasks and responsibilities of other team members as requested and assigned.

A bachelor's degree in Life Sciences, Computer Science, BioStatistics, Epidemiology, Economics, Public Health, Data Science, or related field and minimum of five (5) years of experience working with large data sets OR
A master's degree in Life Sciences, Computer Science, BioStatistics, Epidemiology, Economics, Public Health, Data Science, or related field and a minimum of 3 years of experience working with large data sets.
Additional Requirements.
- Sitting and/or standing for long period of time.
- Overtime and/or weekend work with Deputy approval.
- Knowledge of the compilation, analysis, interpretation, and presentation of statistical and research data.
- Ability to interpret agency policies and procedures.
- Knowledge and experience in developing algorithms, models, and data visualizations.
- Ability to quickly learn new software and/or programming techniques.
- Must have proficient organizational and communication (both verbal and written) skills.
- Ability to make presentations and prepare reports.
- Ability to thoroughly research large quantities of information and produce sound recommendations to executive leadership.
- Knowledge and experience in using data management and statistical software such as SQL, SAS, Stata, and SPSS.
- Ability to build both short and long-term financial forecasts, maintain those forecasts, and provide reporting based upon those forecasts.
- Experience using SAS Visual Analytics, SAS Enterprise Guide, and SAS Studio is preferred.
